Potential Economic Implications of Constraints on Forest Management

Forest landowners operate within an increasingly complex environment of regulations, ordinances, best management practices (BMPs), and conservation and certifi cation guidelines. For example, the U.S. Environmental Protection Agency recently developed a permit program to regulate some types of pesticide applications used in forestry, has sought to expand the scope of waters and wetlands subject to federal regulation, and is now considering whether and howto regulate stormwater discharges from forest roads with ditch systems. Forestry BMP manuals in many states have expanded over time with some now being hundreds of pages in length. Agencies and environmental groups have developed special guidelines for use by landowners in some states when they harvest wood for energy.
